MANILA, Philippines (3rd UPDATE) – The Metropolitan Manila Development Authority (MMDA) has filed a case against Robert Blair Carabuena, the motorist who allegedly bullied one of its traffic enforcers.
Yves Gonzalez, head of MMDA’s traffic discipline office, said on Twitter that the agency has filed a direct assault charge against Carabuena and his brother Benjamin on Wednesday afternoon.
"MMDA Legal & T/C Saturnino Fabros files criminal complaint for Direct Assault w/ QC fiscal, against Carabuena brothers," Gonzalez said on Twitter after earlier posting a photo of the traffic enforcer being interviewed by media.
Fabros, who has been working as a traffic enforcer for 27 years, allegedly asked Carabuena to “stop so he won’t block the intersection,” according to Gonzalez.
“He went straight anyway. Enforcer approached, and that’s when things turned ugly,” he said.
But television host Bianca Gonzalez, citing Carabuena’s side, said Fabros initiated the scuffle. “Apparently, Carabuena’s side is that enforcer hit his car and nagmura daw? But for me, still no reason para sapakin niya,” she said on Twitter.
However, MMDA's Gonzalez said the agency has "several witnesses" to the case. "We’ll let the judicial process run its course,” he said.
Carabuena has closed his social media accounts after several Filipino Internet users took to Facebook and Twitter to condemn what he did to Fabros, as captured by a cellphone video.
Netizens found out that Carabuena works at Philip Morris International, and is a graduate of the Ateneo de Manila University.
According to the MMDA, assaulting a traffic enforcer is a ground for suspending or canceling one’s driver’s license.
