Senator Franklin Drilon sees nothing noble in the Office of the Special Prosecutor's move to put on hold the approval of the plea bargaining agreement that was entered into by the Office of the Ombudsman and retired Major General Carlos Garcia.The Office of the Ombudsman insists that until now, the plea bargain is still not final, and still needs the final approval of the Sandiganbayan.
