If you're jailbroken, there is an app you can download for free called Accelerate that dramatically changes how your iPhone feels. It cuts down on system animations, thus making every transition and every touch feel super fast.
We've tested this on an iPhone 4, 4S, and 5, and it also works on the iPod Touch. It also works great on an iPad.
