MANILA, Philippines - (UPDATE - 2:24 p.m.) The Department of Justice and the Department of Interior and Local Government have jointly put up a P500,000 reward for any information leading to the arrest of former Army general Jovito Palparan, Interior Secretary Jesse Robredo said Tuesday.
The announcement of the bounty came after the chief of the Philippine National Police said Palparan, dubbed “The Butcher” by human rights organizations who blame him for hundreds of extrajudicial murders, enforced disappearances and cases of illegal detention and torture, sought assurances of safety and security if he gives himself up.
Director General Nicanor Bartolome confirmed that Jovito Palparan had sent “emissaries” to relay his intention to surrender.
Palparan is wanted on charges of kidnapping and illegal detention after a Bulacan regional trial court issued a warrant for his arrest last week. Just before this, he attempted to slip out of the country through the Diosdado Macapagal International Airport in Clark, Pampanga but was stopped by immigration officials because he is on a government travel watch list.
