Politics is hampering the relief effort in Ormoc and other municipalities in Leyte, said Leyte 4th district Representative Lucy Torres.
“The flow of goods is not fast enough kasi pag pumunta ka dun sa dispatching center ang dami pang naka-stock. There is one municipality na nakakuha na ng truck for their municipality may mga barangay na hindi binigyan kasi hindi ka-alyado,” she said in an interview with ANC’s Headstart.
She said the relief operations in Ormoc are also not going well.
“The councilor from that municipality comes to me and said, 'Ma’am wala talagang bigas. Gutom na gutom na yung mga tao, ayaw bigyan ni mayor.' Sabi ko since you are a councilor and you have the personality, you go to the DSWD dispatching center, humingi ka nalang ng bigas. DSWD just refused to give him even just one sack of rice because it needed the endorsement of the mayor. I understand rules but there also have to be some flexibility in a crisis like this,” she said.
Torres noted “Yung sistema na ginawa ng national government in theory it’s correct. But just because the plan is perfect in their minds doesn’t mean its application on the ground will also be perfect.”
