The House of Representatives on Friday approved on second reading a measure establishing an identification system that mandates Filipinos here and abroad to secure non-transferable Filipino identification cards.
House Bill 6895, to be known as the “Filipino Identification System Act,” aims to enhance the integrity and reliability of government issued identification cards through the streamlining and harmonization of government identification systems.
Albay Rep. Al Francis Bichara, main author of the measure, said that the enactment of the bill would curb the perennial problem of red tape in the government bureaucracy and simplify the processes relative to public and private services.
HB 6895 was the substituted version of several measures filed on the subject, namely HBs 131, 241, 656, 3031 and 4213.
Bichara, chair of the House committee on foreign affairs, said the proposed measure would work as tool for efficient service and provide the public easier convenience when transacting business with the government.
