President Aquino yesterday slammed the door on former regional governor Zaldy Ampatuan becoming a state witness in the Maguindanao massacre case.
But the Department of Justice (DOJ) allowed Ampatuan to spill the beans on the possibility of prosecuting former President Gloria Macapagal- Arroyo on election fraud.
