Malacañang on Friday ordered Special Prosecutor Wendell Sulit to explain why she should not be sanctioned for entering into a questionable plea bargain deal with retired Maj. Gen. Carlos Garcia, who was freed on bail after the original charge of plunder against him was downgraded to bribery.In a press statement, Executive Secretary Paquito Ochoa Jr said the show-cause order sent to Sulit starts the administrative proceedings against the special prosecutor.
