House Speaker Feliciano “Sonny” Belmonte has finally bared his favored mode of Charter change, saying the country would be better of with a Constituent Assembly (Con-ass) than a Constitutional Convention (Con-con).“Personally, Con-ass din ako. Very doable [because it is] mainly on economic provisions. It's not that we don’t want [the charter] overhauled. [For example] the US Constitution is actually evolving and amended all the time but through the Congress itself and subject matter by subject matter,” he said.
