NUMBERS DON'T MATTER; IT’S THE WEIGHT, QUALITY OF WITNESSES THAT COUNT – MIRIAM


MANILA, Philippines — Senator-judge Miriam Defensor Santiago Sunday said the number of witnesses who will be presented by both the prosecution and the defense panels in the impeachment trial of Chief Justice Renato C. Corona doesn’t matter much as what is vital are the weight and the quality of the witnesses’ testimonies.

“Ang mas maraming testigo hindi naman ibig sabihin mas marami siyang ebidensya.

Dahil ang sabi ng (More witnesses does not mean you have more pieces of evidence. Because according to the) rules, the preponderance of evidence is not necessarily with the greater number,” Santiago pointed out.

“Based on our rules of court, the witnesses should not be numbered but should be weighed. Pupuwede nga manalo ang isang panig na isa lang ang testigo nila – iyon ang ruling ng ating (One side can win even if they have only one witness. That is the ruling of our) Supreme Court,” she explained.

She said the Senate impeachment court may even move to trim down the number of witnesses that may be called to the witness stand.

Santiago, a veteran lawmaker and a former trial judge, said the impeachment court may “stop the introduction of further testimony” of witnesses who would only be called to corroborate the statements of another witness.
