Congressmen pursuing the impeachment of Ombudsman Merceditas Gutierrez have found a new weapon they can use against her in the Senate Blue Ribbon Committee report on the plea bargain agreement with former military comptroller Carlos Garcia.Justice committee chairman Niel Tupas Jr. has convened a legal team studying the possible inclusion of the plea bargain deal in the impeachment case.
