The Senate Blue Ribbon committee report on the alleged culpability of Ombudsman Merceditas Gutierrez and her prosecutors for betrayal of public trust cannot be elevated to the plenary because most of those who signed it did so “with reservations,” according to Sen. Joker Arroyo.“Unless a majority vote in the committee is reached on the impeachment aspect, that matter cannot be submitted for plenary consideration and approval,” Arroyo said.
